Approved Paved Routes: Your NAVEE GT3 Pro stand-up electric scooter is approved for use as a mobility aid on all paved multi-use trails, paved park roads, day-use areas, and the river corridor trail system below the dam leading toward Pueblo.

Unpaved Routes: Under 28 CFR § 35.137(b)(2), our assessment indicates that stand-up kick-scooters with small-diameter wheels present significant tipping or loss-of-control hazards on loose gravel, uneven terrain, or steep dirt grades, and can cause rutting on soft surfaces. We do not recommend using the mobility aid anywhere other than paved areas.

Speed & Yielding: We appreciate your commitment to operating at a pedestrian pace and yielding to foot traffic. Devices operated on multi-use paved trails must match the flow of foot traffic (typically under 5–8 mph) when near other visitors.

General Safety: Operators must adhere to standard park closures, posted rules, and emergency safety directives given by park staff.

No Advance Application Required: You do not need to submit a formal permit application or seek advance written authorization prior to visiting paved areas. Lake Pueblo permits OPDMDs on designated paved routes as a standard reasonable modification under 28 CFR § 35.137.

Assurance of Use (28 CFR § 35.137(c)): Park staff will not ask about the nature or severity of your disability. If asked by a ranger or officer, credible assurance is satisfied by presenting a state-issued disability parking placard/card, or simply stating that the device is required for mobility due to a disability.

Device Specs: You do not need to submit formal device specification sheets in advance. We have looked up the device and have all the needed information.

You may keep a printed or digital copy of this email to present to park staff or rangers if any questions arise during your visit. If staff or officers require further confirmation on-site, please ask them to consult the Lake Pueblo State Park Operations Manager.

After researching & confirming on ADA.gov site, the Navee GT3 Pro stand-up electric scooter does not qualify as an ADA-compliant mobility device.

Unfortunately due to the safety of our guests, staff & free roaming animals, that scooter will not be allowed into the zoo.

However, we do offer a manual push wheelchair rentals $15, motorized scooter rentals $35 (similar ones you rent at Walmart, Target, etc.) & ADA shuttles that drive on the main road in the zoo picking up guests at marked shuttle stops for $3 per person (unlimited rides).

Scope and method

This directory tracks a NAVEE GT3 Pro stand-up electric scooter used because of a mobility disability. Device-specific requests ask venues to assess routes, surfaces, slopes, crowds, safety conditions, advance procedures, credible assurance, and accessible alternatives. Public-agency requests refer to 28 C.F.R. § 35.137; requests to private public accommodations refer to 28 C.F.R. § 36.311.
